Last year the GSPCA had it’s BIGGEST every cruelty and first ever puppy trafficking case in Guernsey. Many will remember the 25 Slovakian puppies seized by the States Vet and Customs which were detained at the GSPCA and working together with the Guernsey Police resulted in a first for Guernsey in a multiple prosecution under the new Guernsey Animal Welfare Ordinance 2012 as well as other convictions.
Just over two months ago GSPCA Welfare Manager Lorna Prince was called to Les Eturs Veterinary practice to assess a dog that had been rushed into their care. Betty, a beautiful English Bull Terrier, had arrived at the surgery suffering with brain seizures, she couldn’t stand up, hold her head up and was blind. Betty was extremely malnourished and weighed less than a third of the weight a healthy English Bull at 13 kgs.

In September 2009 the States of Guernsey agreed to change the way in which tax relief is given in respect of donations to Guernsey Registered Charities (GRC).
Previously income tax relief was only available to individuals who made payments under an irrevocable Deed of Covenant in favour of a Guernsey Registered Charity for a period in excess of 3 years; no relief was available to Guernsey resident individuals in respect of noncovenanted donations to Guernsey charities.
In summary, the new system works as follows:

The GSPCA opened the first day to advent with the news that Guernsey's animal welfare laws, including increased penalties for cruelty offences were agreed today by the states.
After much debate over nearly a decade the GSPCA were overjoyed with the news of the new legislation. The update on the legislation covers many aspects and focuses on the five freedoms to help improve animal welfare as well as looking at ways to prevent animals from suffering.
Today Steve Byrne (GSPCA Manager), Lorna Prince (Welfare Manager) and Jayne Le Cras (GSPCA President) met with staff from Commerce and Employment to discuss the Animal Welfare Legislation.
With final drafts being completed the legislation is likely to be in place early next year. The states are currently advertising for a States Veterinary Officer that will be leading the new legislation and the GSPCA were extremely pleased with the developments and looking forward welcoming the law.
